Proposals for the reorganisation of the Pharmacy of Your Choice Scheme which would see patients paying for their “free” medicine and getting a refund from the government at a later stage have been presented.
Addressing a news conference this morning, Reginald Fava, who chairs the healthcare business section of the Chamber of Commerce said that the proposals were drawn up by the section following consultation with pharmacists involved in the scheme and users.
The proposals suggest that patients should pay for medicines they were entitled to from the community pharmacy where they were registered and would then be reimbursed by the government.
Those who were not in a financial position to do so would pay using a voucher issued by the competent authority.
One of the proposals was for a tariff stipulating the maximum amount to be reimbursed for each particular medicine to be established.
This would be fixed according to the real price of medicines and the pharmacy would be obliged to supply the medicine according to this tariff. It would be agreed upon by the stakeholders and revised at least once a year.
Patients would be able to opt for a more advanced and expensive drug, forking the difference in price out of their own pocket.
This system, Mr Fava said, would make the pharmacy of your choice scheme more sustainable since it would reduce wastage and abuse. It would also reduce the state’s responsibility for holding stocks of medicines.
Even though there would be administrative costs, money would still be saved from wastage and expired stock. Mr Fava said the section believed that a third of the amount of medicines currently taken would be saved as many people took medicines they did not really need.
He said that a timeframe should be established highlighting by when patients would be reimbursed.
Complaining about the lack of dialogue between the government and the section, Mr Fava said that the section had requested a meeting with Social Policy Minister John Dalli to discuss the proposals more than two months ago but this had never taken place.
The section is sending its proposals to the Prime Minister, the Opposition leader, Mr Dalli and Finance Minister Tonio Fenech.
SHAME!This is a war between GRTU(pharmacy owners) and Mr. Fava and co(wholesalers). It is a war on who will end up eating the whole cake. It is true that POYC started off just to supply patients with medicines from their pharmacies, but with the intention is that in the future they will be themselves who take charge of the procurment of the same medicines-this was signed in the memorandum . This will obviously effect the wholesalers since the government will not need to buy from them anymore and hence their business is effected. Sadly the patient is put in the middle and is used by both the justify their cause. There is too much conflict of interest. All the government needed to do was invest a portion on what he pays POYC owners yearly, in Health Centre pharmacies both infrastructurely and manpower and provide a better service with less. The queues would have gone down(although I can not see the problem of waithing 45min every 3months for free medication) There is no conflict of interest at government pharmacies. What happened was that the Governments never invested in Health Centres and then the election came!!! I always admired how Mr Fava defends the interest of his members. I have seen it during the euro changeover. Now the Chamber has come with this marvellous idea. Of course they propose it, because this would mean that they get paid up immediately and now wait for the government to pay them. One thing I ask Mr Fava: did he ever spend one evening without food because he did not have money: did he ever raised a family with minimum wage; does he knows that it means you don’t have money to even buy a sweet to your children. This is the situation of a number of families on the island. And now he proposes that those in need should pay the pharmacy to get their free medicine, and they get paid from the government. Go and tell it to the marines, Mr Fava and not to the population. Have you made any survey whether those receiving the free medicine could pay for the medicine. Thanks Mr Fava try better to sell your proposal. It MUST BE SHOT DOWN IMMEDIATELY BY THE GOVERNMENT. There are other methods to control the issue of free medicines, but not this one. There seems to be a problem to pay the medicine suppliers in time. The reasons could be many. Lack of fonds, excessive pricing, etc. In my opinion we pay quite a lot for things that very probably are imported by the suppliers at very low prices. IN OTHER WORDS THEY HAVE A LARGE PROFIT. I believe that it would not be fair to put more pressure on the workers. The suppliers do not like the idea of the time frame of payment. Imaging the situation of the workers that will encounter if they have to wait to get refounded. At least the supliers would be getting a very good profit.
As far as I know the GRTU has been pressuring the government to reduce its employees because of the large employees complement and low efficiency and bureacracy.
I cannot understand why the government does not import the medicine himself. I am sure that the expenditure would go down and in the same time he would be employing its civil servants to do a good job and the GRTU would be happy. To require patients to wait for a government refund for an ‘indefinite’ time would cause hardship for the beneficiaries, many of whom live below the poverty line or are retired pensioners. This is definitely a serious draw back. In my opinion, it is more practicable to ask for a nominal fee -say of 5 Euro – for each approved prescription (whatever the number of medicines and the type of medicine prescribed) . Persons in receipt of social assistance ( or otherwise means tested) should however be exempt. Now there’s a great opportunity for drug agents to rake in money from the patient and make up for the delayed drug contract payements. Talk about passing the buck! But here’s the big catch – the bulk of medicine bought by Government are at a lower price compared to the equivalent in private pharmacies. So the patient will have NO OPTION but to fork out money to buy what the pharmacist offers.
I would accept the proposal on two conditions:
That the private pharmacy offers the medicine without exceeding the tariff – anything over will be paid by the pharmacy
Reimbursement wll be sought by the pharmacy not the patient
Dear Mr Fava the POYC scheme was never set up for profit and was not intended to jog the patient even more. The key to any scheme like this is “KIS” (keep it simple).
Why not issue vouchers up to the value of the set tariff to cover a year or a set period if less than a year, to all those entitled.
Vouchers must be endorsed with ID Card number. The voucher must be signed by the Card Holder and the ID Card must be produced to the Pharmacy at the time of issue of the medicine.
The Pharmacy then issues the medicine as shown on the voucher or if the voucher holder wishes a more expensive brand, the voucher holder pays the difference.
The Pharmacy then reclaims the cash from the Government on a weekly/monthly basis (depending on turnover). It is essential that the Pharmacy receives cash payment within a maximum of 14 days from submission.
Means testing or division in method is an unnecessary bureaucratic complication; you are either entitled to free medicine or you are not entitled. QUOTES FROM THE TIMES & UHM WEBSITE:

How do the scales balance out?
From what I know (Still learning at the moment), Japanese pilots flew over pearl harbor which was used as a naval base I believe, and bombed it to f***, using regular bombs, after signing a peace treaty of some sort.
Then the president at the time authorized the dropping of Little Boy and Fat Man on Hiroshima and Nagasaki, in both cases, taking out thousands/millions of civilians as well as soldiers.
The numbers don’t add up for me…seems like extreme overkill on the part of the American government.
Could Japan have easily done the same?
I hate wars in general, so this isn’t a dig, but I DO enjoy learning about history involving stuff like this.
I’ve heard that Japan was becoming one of the biggies industry-wise at the time, did that include military hardware?

the japanese took out our naval base in pearl harbor to keep our navy from interfering with their naval activities in the pacific ocean. they knew that if we sailed they would have taken a terrible beating very early and their navy would not rebuilt as fast as our build up. there was no peace treaty at the time between usa and japan.
we bombed them with the two nukes to prevent more bloodshed on both sides and put a severe psychological strain on the higher leadership to surrender.
japan was researching nuclear capability in coordination with germany. they were behind by about 2 years research i believe.
also the japanese were merciless to any non japanese civilian or soldier, no body got any pardon or good treatment towards the war, i have read in a few memoirs that neither side gave quarter.
as for overkill? leaders in that situation had a terrible choice,invade japan and risk losing a million+
lives however long it took? or kill a few civilians and bring the point across that we can level the country without losing a single life.

You definitely need to brush up on your history here. Short quick recap of events. Japan bombs Pearl Harbor, sinks several ships, destroys USS Arizona, kills about 2000. This even starts a war between Japan and the US (reasons I will nt get into here as it is quite complex, and trade embargo is a small part of that but not only reason as some would say).
Pearl Harbor bombed in 1941. The war lasted for nearly four years before the dropping of the atomic bombs. Now one thing to take into consideration is previous battles the US had fought.
Iwo Jima: February-March 1945 Japanese over 21,000, US casualties – 26,000
Saipan: June-July 1945, Japanese – about 30,000 soldiers, 22,000 civilians (many committing suicide or participating in Banzai attacks with the soldiers) and 12,000 US casualties.
Oknawa: April-June 1945: US casualties over 50,000, Japanese military losses, over 100,000 civilians losses (some dispute here) between 42,000 and 150,000
With these battles still fresh in President Truman’s mind and knowing that the largest invasion in history was about to begin (Invasion of Japan scheduled for October 1945) he used an experimental weapon in hopes that losses on both sides would be much less. Advisers indicated that US casualties could range from 100,000 to over a million with Japanese easily begin over 1 million up to 5 million or more. This is against the estimate of 140,000 killed at Hiroshima and 80,000 killed at Nagasaki (many more would die later from radiation).
There will always be debate on right or wrong, casualty figures, but given the information at the time, I think Truman made the best decision for the future of both countries.

We have already adopted 2 girls and a boy.We can’t decide if we should adopt the 2 twin boys or the boy and girl which are also twins. Our son Logan wants us to adopt the 2 boys.His twin sis Lindsy and their little sis Zoey want to adopt the boy and girl.We have no idea we love kids and we deffintly want at least 1 boy for Logan to play with.
You should adopt the children that need you the most.

I would say adopt the ones you want, they will be your kids and you will have to live with them the rest of your lives, but sounds like you are just plain stalemated on who to adopt. So, my opinion is to adopt the boy and girl. Mainly for the fact that there would be less rough-housing. Also, you don’t want the two boys to have to feel like they need to compete for Logan’s attention; or like the have to try to be the ‘favorite’ brother. Just to throw it out there, though, getting the two boys would prolly incur less clothes/makeup costs than having three girls! Well for sure on the makeup, but probably on the clothes. I don’t know if that would be a factor. I think, the needing to compete would be a bigger factor. Good luck!

How to stop coughing at night? I sat up in the recliner last night and that stopped the coughing.?
I am taking cold medicine–I have just had a cold for a week. I feel fine during the day now. But at night( for the past two night) I get the tickle in my throat and can’t stop coughing. I Have moved out of my bedroom to the guest room- then down to the sofa— then I slept sitting up in the recliner last night. I am waking up every hour with the coughing…just have to ride it out I guess. This is making me very tired at work. I tried drinking honey in my tea…Should I try a throat spray to numb my throat so I don’t feel the tickle. Why doesn’t the cough syrup work-darn it. My cats won’t even stay in the room with me..I am an outcast. chuckle.

I had the H1N1 vaccine in October. My neighbors have been sick with it and our school system closed a while back because of the flu. I am just a grumpy patient- having a cold for 8 days now…Ug! I have not "really" been sick since I have lived her for the past 2 1/2 years. Call me Cranky!
Oops!, are you sure that it’s a simple cold!? do you have fever and chills too? if ok, check your doc for H1N1 possibility, it may cause such orthopnea as you have. Also there are another possibilities: your cold remedies may cause GERD that it also could aggravate cough at nights… What is your pillow made of? is it cotton or feather? you may have a mild underlying allergy that is exacerbated because of cold virus activity, such as allergies to house dust mites and etc… finally, please write me your cold remedies that you took for analyzing it’s effectivness against cough symptom…

My husband and I are looking to buy a new system but I (being the smart woman lol) would like to do some research on these products first before we drop a bunch of money on one that doesn’t suit our needs or is going to break easy.
Im really into RPGs ,especially final fantasy, and he is into Sports games and War games.
My little brother has the Wii, and we enjoy that but we’ve come to the conclusion that we dont know if thats exactly what we are looking for, although i really like the idea of Wii Fit and being able to
work out with it you know.
is there a game system that will suit all of our needs and our likes?
I would love the good the bad and the ugly of what youve had to endure yourself with a game system or what youve heard anything please!!! and maybe a place to get game lists for the systems? that would rock!

Wii—>Big No No! Get after u have a PS3 and 360 first. Graphics are no good, no HD, doesn’t play DVD movies, barely any online capabilities. Too many accessories u need to buy.
Xbox 360—>great online service, large community. I’ve had a Wii for like 2 years and I got my 360 this June and honestly, I think I’ve put more hours on my 360. Great games and features. Nice, comfy controller with triggers, great for shooting games. Great exclusives. Shooting games are best played on 360.
PS3—>Blu-Ray capable, best hardware out of all 3 systems, free online service (for now), decent online service. Great exclusives. Controller is kinda small though. Uses Blu-Ray discs which hold more data than DVD.
I’d get either the 360 or PS3 first. Wii comes last. Both 360 and PS3 have pretty much the same RPGs. Both are getting Final Fantasy XIII, but PS3 gets Final Fantasy XIII and XIII:Versus.
Eventually, games are gonna require lots of data, so Blu-Ray discs (PS3) are gonna be the future. 360 uses DVD and games like Final Fantasy XIII will be on multiple discs. DVDs have less space than Blu-Ray. Way less.
Considering all this, a PS3 might be the best choice. But if u can, get a PS3 and 360.

well if your looking for more gaming and graphics you would get a PS3 or 360, a PS3 comes with blue-ray so you would save on a new dvd player, and free internet. Xbox 360 has the best online Gaming but its $50 a year. I personally like the 360 more since im a online gamer. I own all three systems and i prefer and play 360 the most.

Well, for what I have heard the Xbox 360 is not a great console.
We have the Wii and PS3, the are both great.
The PS3 has brilliant graphics and is great for war and action games. You can also get singing games for it.
The Wii is great for family games, example of
games for the Wii are bowling, golf, cycling, wakeboarding or even skipping. It is a great way to stay in shape. However the graphics are not so good.
It all depends if you are looking for graphics or family fun.
If you enjoy jumping around, doing the actions then go for the Wii.

What steps should I follow? Is there like a guide or any books about being more of a popular person?
The only thing you need is self-confidence. Instead of "trying to be popular" try to instead be "self-confident." Some people just become popular for some stupid reason (Paris Hilton, anyone?), and those people suck. You don’t want to suck, do you? So be self-confident and the masses will follow.
So…how do you do it? Honestly, it’s really simple: be yourself, but be the BEST you that you can be. People get too hung up on looking strange or stupid or whatever, but I’m sure you’ve seen people do or wear all kinds of things that you wouldn’t dare because you feel you’d get made fun of for it. If THEY can do it, so can you. People will tell me I’m a good dancer…I’m not, but the stuff I do on the dance floor I do with confidence because that’s all there is to it. Confidence is not being arrogant, but instead is the realization that you get one shot at this life, so you’d better live it as best you can. Confidence is not cruel, it is not self-serving, it is not vindictive. Confidence is merely that you understand that you’re just as good as anyone out there, so you shouldn’t feel embarrassed to be who you are.
And hey, if you do something stupid, laugh it off! No reason to beat yourself up over it, we all do dumb things. Just laugh and move on. When you do that, people don’t make fun of you…they laugh with you and they drop it instead of constantly bringing it up to make fun of you. Sometimes, a couple people will do that, and you just need to ask them why they feel it’s SO important to make that the topic of conversation…then ask if they have anything of value to contribute to a discussion. That shuts ‘em up.

Popularity is so unnecessary in the real world. Just get an education, and a circle of friends and that’s about as good as it gets, right there.

It’s all in the attitude. People with cheerful dispositions are fun to be around. Now, I don’t mean being fake and grinning like a Cheshire cat at everything or putting on an act.
Like another poster said, love yourself first. Love you’re life, enjoy it, and that natural enthusiasm will draw people to you.
Find you’re niche, and give it 100%.

well think about this most of the popular girls/boys don’t talk about themselvs their issues,
they ask questions that people want to answer. in turn if your the one asking questions that a person wants to answer then that person get’s to Talk about them self "Most people" want to talk about themselves to a point at least. so if your the one who engages it they will want to be around you more even more so when they have something they want to say but don’t want to be that person who always talks about themself so they find someone who askes about themselves so they can justify talking about themselve. I hope that makes sence.

They are ways to improve but you have to be careful 1) if your in a small community or school, chances are that the groups are alreaday made so it is very difficult to change the "rules" 2) never go overboard by trying to be accepted, you’re only lose your reputation and your dignity !!!! Be very careful of the "TV" realities… they are not reality at all…even the reality shows… they are well orchestrated!
Researches agree that people who are extraverted tend to attract more people. People who have a sense of humor is also an asset. The way you look, you dress is also very important. You have to fit, not to overdressed, not underdressed. Something that makes you stand out…
A girl in a high school can dress sexy, not too much… depending were you live, the standards… but a little sexy always add some energy. You must also be energetic… not too much, but not under.
People who takes interest in other peoples, hobbies, leisures… have a "passion" something that drives you and recreate that mood when your taking to them… they will be drawn to you… because eveybody like attention… Makes the changes slowly… do not precipitates and I suggest that you do not make a huge wave…
Change will take time… an element that TV doesn’t show.

If you have people that dislike you it’s a sign that you have a backbone and principles. So be happy that not everybody likes you.
